In a brush zone? Let’s look beyond FAIR Plan.

Our focus is helping eligible homeowners move from a FAIR Plan arrangement to a specialty homeowners policy that can bring fire, water-damage, theft and liability protection together—subject to the available policy’s terms.

Hard to place does not automatically mean out of options.

Insurance Steel Brokers specializes in California homes that are difficult to insure because of wildfire exposure, brush proximity, hillside access, high rebuilding costs or a changing insurance market. We have access to specialty markets and insurers that may consider properties outside standard homeowners programs.

For eligible homes, our goal is to find a suitable standalone homeowners alternative—not simply assume the California FAIR Plan is the destination. A specialty policy may combine covered fire, lightning and smoke losses with eligible water damage, theft, personal liability and other available options. The actual policy controls, and no placement, price or particular coverage is guaranteed.

We serve San Diego County and North County communities such as Rancho Santa Fe, Poway, Escondido, Fallbrook, Valley Center and Ramona, as well as homeowners statewide. A brush-zone designation alone does not tell the whole underwriting story; the specific address, construction, access and condition matter.

Compare the whole policy—not just the fire premium.

Standalone specialty homeowners options

Ask whether an available form can combine eligible dwelling, contents, additional living expense and personal liability coverages. Read covered causes of loss and restrictions carefully.

High-value homes in wildfire areas

Address custom rebuilding costs, extended replacement options where offered, detached structures and valuables alongside the property’s wildfire characteristics.

Water-related losses require precision

Sudden and accidental water damage, leakage, sewer backup, flood and post-fire mudflow are not interchangeable. Ask what is included, optional or excluded.

Liability and optional protection

Review personal liability limits, umbrella compatibility and optional endorsements rather than assuming these are part of basic fire coverage.

Moving off FAIR Plan starts with an underwriting review.

Share your current FAIR Plan declarations and any companion policy, together with the address and information about the home. We can assess specialty admitted or surplus lines options as appropriate. A single homeowners policy may be available for an eligible property, but some homes still need a different arrangement when broader-market capacity is unavailable.

We compare limits, deductibles, rebuilding provisions, covered perils, exclusions and inspection or mitigation conditions. There may be different catastrophe deductibles, water limitations or policy forms. Access to a specialty market is a starting point, not a promise that coverage will be broader in every respect.

Where FAIR Plan and companion coverage fit.

California FAIR Plan is a residual-market property option, not a standard comprehensive homeowners policy. Basic dwelling fire coverage addresses specified perils such as fire, lightning, internal explosion and smoke; optional extended coverages may be available. Basic FAIR Plan coverage does not replace the theft, personal liability and water-damage review typically associated with homeowners protection.

A separate Difference in Conditions or companion policy may address some gaps, depending on its terms. Our priority is to explore a suitable specialty homeowners alternative where available. If no acceptable standalone option is offered, we can explain the limitations and how a FAIR Plan plus companion arrangement compares; we do not pretend that the two approaches are identical.

Show insurers the details behind the wildfire score.

Roof construction and age, ember-resistant features, vegetation clearance, defensible space, slope, access roads, hydrant or fire-response information and outbuilding conditions may influence underwriting. Photos, inspections and records of completed improvements make a review more useful than a general statement that the property is “fire safe.”

Mitigation does not guarantee acceptance or a discount. Insurers apply their own guidelines and can change capacity. Share nonrenewal deadlines early and let us know about renovations, short-term rental use, vacancies or previous losses so the submission accurately reflects the risk.

Do not cancel the existing arrangement before replacement is confirmed.

Keep your current insurance in place while alternatives are evaluated. Before canceling FAIR Plan or a companion policy, obtain written confirmation of the new coverage, its effective date, required payments and any conditions, and address lender requirements.

Our team can help compare the proposed transition so that fire, other property exposures and liability are not treated as disconnected decisions. A quote request or favorable preliminary conversation is not a binder.

Give the specialty markets a complete picture.

  • FAIR Plan and companion declarations, or current homeowners declarations
  • Renewal/nonrenewal deadlines and lender requirements
  • Rebuilding estimate, roof age, construction materials and major updates
  • Current exterior photos, mitigation documentation and inspection reports

Questions worth asking.

Can Insurance Steel help me get off the California FAIR Plan?
That is a focus of our specialty-home review. We can approach available markets for a standalone homeowners alternative, including hard-to-place brush-zone and high-value homes. Insurer approval and policy availability are property-specific, so we cannot guarantee replacement.
Could one policy cover fire, water damage, theft and liability?
An eligible specialty homeowners policy may combine those categories, subject to its definitions, limits and exclusions. Not all water losses are covered; flood, earthquake, gradual leakage and other exposures need separate review. We compare the actual proposed form.
Is surplus lines insurance the same as an admitted homeowners policy?
No. Surplus lines insurers and policies are subject to a different regulatory framework and do not provide California Insurance Guarantee Association protection. Review insurer status, disclosures, charges and policy terms before deciding whether an available offer is suitable.
Does defensible space guarantee I will qualify?
No. It is useful information and may affect the review, but location, construction, access, prior losses and insurer capacity also matter. No broker can promise acceptance based on one mitigation measure.
